Telangana: Govt to reverse its compulsory bond service after MBBS
Telangana health department has taken a step to reverse its policy of compulsory one-year government service for MBBS graduates.
In its recent decision, MBBS students have been granted exemption from the mandatory one-year government service; earlier considered necessary for registering with the Telangana State Medical Council.
It is reported that the previously undivided state of Andhara Pradesh had brought this rule into practice. The, then state government, had formulated the A.P. Medical Practitioners Registration Act, 2013 under which they made this one-year rural posting mandatory, after amending the A.P. Medical Practitioners Registration Act, 1968. Following this the MBBS students had been to undergo this special rural service of one year before they could get themselves registered. The act was also applicable to the PG degree/diploma/super speciality holders. These students, after having served in rural areas, were allowed to register with A.P. Medical Council.
Now, Telangana state government has exempted only MBBS students from the act, therefore, making an exception to the rule. Those who have completed postgraduate, diploma, speciality and super-speciality courses have not been granted this exemption. For them, it is still compulsory government service, or as termed as rural service.
TOI reported that state health secretary Rajeshwar Tiwari issued a GO (No 28) on Saturday to this effect and formally communicated the government's decision to the medical education director for its immediate attention.
HansIndia in its report implied that that the Telangana Junior Doctors Association (TJDA), since the formation of the independent state has been demanding a stern action on this matter. Their collective demand has been the removal of the binding government service at the MBBS level.
Also, to bring the act into the force, AP state government had issued ‘Andhra Pradesh Medical Council (Compulsory Rural Medical Service) and Compulsory Government Service, Renewal of Registration, Visiting or Inspecting the Hospitals or Nursing Home or Institution) Rules, 2013’.
