Telangana and AP governments receive MCI notice , colleges denied nod

The principal secretaries (Health & Medical Welfare) of Telangana and AP state government have been issued MCI notice. The council has sought an explanation on the matter of granting permission to medical colleges (specifically those medical institutes who do not meet the MCI standards of approval). Apparently, the medical colleges had submitted their applications to the respective state government and were given permission, even though they fell short on the number of professors required-one point of consideration by the council.

It was only after MCI did its mandatory round of inspection that it noticed that the bracketed medical colleges were not up to the mark. MCI inspection team noted that the construction of both hospital and medical college, in certain cases, was incomplete in the two states. In few cases, there were not enough patients in the hospitals. The MCI team also noted other deficiencies. Following which, their applications were rejected by MCI. These colleges wanted to offer medical course from this academic year.

The matter has now reached the doors of the principal secretaries of the two state governments. MCI through its notices seeks a response from them on how and why permission or letter of approval was granted to the colleges.

As per the basic MCI norms, for any new medical college to start functioning and offering medical admissions, it needs to have the infrastructure in place. This will broadly include filling all teaching and managerial posts. A superintendent, dean and assistant professors should be appointed as per the exact requirement of the institute. Besides, the college needs to have an attached operating hospital to accommodate 300 patients and meet more requirements.

In an order of procedure for permission, the medical college will approach a state-level team. It will provide recommendation for the college to the principal secretary, who in turn, is the final authority at the state level to recommend the medical college.
