Seat Blocking in PG Medical Counselling 2019: KNRUHS issues notice regarding procedure for Mop Up Round

KNRUHS had been directed to conduct counselling in such a manner that deserving PG medical aspirants don’t get exploited by the management of private medical colleges.

Telangana: Through a recent notification, Kaloji Narayana Rao University of Health Sciences (KNRUHS) Telangana has informed the procedure that is going to be conducted in Mop Up Round Counselling sessions for Management Quota in order to prevent Seat blocking.


The notice uploaded on the official website of KNRUHS clearly stated that as per Hon'ble High Court interim directions to prevent seat blocking the following procedure will be implemented in the mop-up round of online counselling for management quota.




  • The original certificates of candidates allotted seats in this round of counselling will not be returned to the candidate and will be kept under the custody of KNRUHS and will be transferred to the respective colleges after 15-06-2019.

  • The original receipt of certificates (custodian certificate) of candidates already admitted under management quota and who have slided to other colleges affiliated to KNRUHS will also be under the custody of KNRUHS and the original certificates will be transferred by the college after 15-06-2019.


Earlier, Medical Dialogues had reported that finding the unscrupulous issue of seat blocking being rampant during the PG medical admission season, the Telangana High Court had issued a set of directions to the Kaloji Narayana Rao University of Health Sciences (KNRUHS) which is conducting the NEET PG, NEET MDS counselling 2019 for Telangana medical colleges.


KNRUHS had been directed to conduct counselling in such a manner that deserving PG medical aspirants don’t get exploited by the management of private medical colleges.

In addition, the HC bench directed the varsity to examine the option of taking original certificates of all PG medical candidates who might have applied for seats and retaining the same with the university at the time of certificate verification. It also gave liberty to KNRUHS to come up with further solutions so that the commercialization of medical education could be curbed, if not completely eradicated.

Giving its suggestion, the court had stated,
The University may examine the option of taking the original certificates of all candidates and retaining the same with them even at the time of certificate verification so that the candidates are not used as pawns by the private colleges.

Immediately after allotment, the university itself may forward the certificates to the college to which the candidate is allotted, so that the candidates are prevented from blocking of seats.

Seat Blocking is an act by high ranking candidates first opting for a particular seat in a counselling round and then not joining the same, making the seat available for the next round.
