Recruitment Rules For Bhopal Memorial Hospital to be framed before next hearing : MP HC

The Union Ministry of Health and Family Welfare has been asked to furnish framed rules of recruitment for teaching and non-teaching posts in Bhopal Memorial Hospital and Research Centre (BMHRC) by the Madhya Pradesh High Court by its next date of hearing. The court has said in the absence of the rules of recruitment being submitted the court will be left with no option but to summon the Secretary of the Ministry.


The BMHRC which was opened to provide super specialty care to provide advanced to victims of Bhopal gas tragedy functions under the Union Ministry of Health and Family Welfare.


Petitioner ND Jayaprakash complained that despite the high court's directions the Union Ministry of Health and Family Welfare has still to frame recruitment rules for the posts of teaching and non-teaching faculty of BMHRC.


Jayaprakash, co-convener of Bhopal Gas Peedith Sangarsh Sahyog Samithi, complained that the gas victims were not getting proper medical treatment as posts of doctors were lying vacant in the BMHRC. The posts were lying vacant as in August 2016 over a dozen medical practitioners resigned in the absence of any service conditions or rules, and the resultant insecurities he added.


A division bench of Chief Justice Hemant Gupta and Justice Vijay Kumar Shukla said: "If before the next date of hearing, recruitment rules for appointment of teaching faculty and non-teaching staff of Bhopal Memorial Hospital and Research Centre are not framed, we will be constrained to seek personal presence of the Secretary, Ministry of Health and Family Welfare, Govt. of India."...

The court issued the directive during a hearing pertaining to medical facilities of the affected persons of Bhopal gas tragedy.
