Rajasthan: PG candidates sign 5 year bond during counselling

Jaipur: The second round of counselling for post graduation medical courses which began on Friday, had the Medical Education Department take a promise from admitted students in the form of a signed bond promising five years of work at a government hospital after completion of post graduation. If the bond is broken, a penalty of Rs. 25 lakhs is to be paid by the erring student.


Besides, the above bond, students who get admissions into a PG course are being discouraged from leaving it half-way by the DME, which has decided to impose a fine of 5 lakh, in case students leave the course midway. A bond for the same is also to be signed by the students at the time of admission. The authorities are imposing the stricture to prevent a seat from getting wasted and also to overcome doctor shortage.


"We have to sign two different bonds for getting admissions in PG medical courses— one for not leaving the course without completing it and the other for serving in government hospitals for at least five years," PG aspirant told TOI.


A NEET PG medical and dental admission/counselling board notice issued regarding the two bonds stated :


"The candidates opting for a PG seat in Govt. Medical/Dental college, will have to submit a surety bond of Rs 5 lakh in favour of principal of the admitting college at the time of counselling. At the time of final joining, the candidate will have to submit bank guarantee for the amount of Rs 1.5 lakh and bond for Rs 3.5 lakh. The earlier bond of Rs 5 lakh submitted in the college concerned will be returned to the candidates," reports the TOI.


Since there are orders issued by Supreme Court and Rajasthan High Court in the matter related to incentive marks given to government servants, the orders further stated, "The allotment of the subject and college will be made strictly on the basis of merit-cum-preference and in accordance with the rules as laid down by Medical Council of India/ Supreme Court of India/ High Court, Rajasthan/Government of Rajasthan and Rajasthan University of Health Sciences, Jaipur and Rules/Regulation of Private University, as applicable."


All allotment procedure are to be provisional and will be subject to Supreme Court verdicts in various matters, the orders further add.
