Promise of MD Seat: Conmen from Delhi cheat aspirant of Rs 81 lakh
Hyderabad: The Cyber Crime wing of the Hyderabad police on Thursday, booked two Delhi-based persons for allegedly conning a PG medical seat aspirant by promising to provide NRI quota seats and collecting Rs 81 lakh from the parent.
According to the Hyderabad Police Commissioner, Anjani Kumar, Santosh Kumar Rai and Manoj Kumar Pathak are the two conmen who were arrested from Delhi. The police seized various Supreme Court, medical college, examiner and government Department stamps from their person. Besides this Application forms of the Directorate General of Health Services, Debit/Credit cards, PAN cards, and other material were also seized from them.
The police officials admitted that the victim, in this case, Fatima Razvi received an SMS from HP-MKTING, AD-MKTNG with message content as follows:
"MD/Ms/Dear doctor PG 2018 seats, under NRI quota, top Pvt/deemed Colleges in India /Nepal. More information & guidance -Dr. R.S.Yadav’’.
Fatima seeking an MD seat for her daughter contacted them on the phone number given in the SMS, seeking an MD seat for her daughter. The accused on their part offered Fatima a place in Vijayanagar Institute of Medical Sciences, Ballary, Bangalore Medical College, and Mysore Medical college, Ballary, under the central quota pool. A Demand Draft of Rs. 5,000 in favour of Directorate General of Health, New Delhi was asked for from the victim, who agreed to pay. A person who introduced himself as Singh came to Hyderabad, where Fatima lived, to collect the DD and application form.
According to the officials, the next step taken by the conmen was to send a Ministry of Health and Family Welfare approval mail (noreply@mohfw.nic.in(forged e-mail) for a PG(Medical) seat under Central Pool Quota.
After that, a press note issued by the CCC officials revealed that a Dr R S Yadav and Singh collected the first instalment amount of Rs. 10 Lakh from the RGI Airport.
This was immediately followed by Fatima's daughter receiving an allotment letter through an email noreply@mohfw.nic.in. from the Health Ministry. The seat confirmation was followed by the accused collecting Rs 36 lakh from RGI Airport from the victims.
The victim then received an email from rguhs .ac.in regarding admission approval at Vijayanagar Institute of Medical Sciences, Bellary, The mail instructed her to upload documents and pay eligibility fee of Rs. 3000/ on www.rguhs.ac.in.
In March 2018, the victim got another mail from RGUHS that she had been allotted MD (Dermatology) seat at Vijayanagar Institute and an allotment number was also sent, via this email to her. The conmen had succeeded in their game, as the victim had paid a hefty sum of Rs 81 lakh before it dawned onto her that she had been fooled all the way. The realization came when she verified with the college authorities who said no such seat had been allotted to her, reported the TOI.
Further investigation into their background exposed them to as perpetual offenders, with 16 pending cases in their names in different states of the country, including Mumbai, Delhi and Karnataka. The two were caught when the cyber cell tracked them down through mobile tracking.
The accused had been nabbed based on the mobile phone tracking.
