Maha CET Cell releases Revised PG Medical Admission Process on Supreme Court Orders

Maharashtra: Following the orders of the Supreme Court, Government of Maharashtra State Common Entrance Test Cell (Maha CET Cell) will conduct Counselling Round for All General Candidates (including any meritorious candidates irrespective of the category provided) with eligibility applicable to open category candidates.


The Seat Matrix, list of candidates who were allotted EWS seats and which stands cancelled and also the list of eligible candidates for this personal counselling round have already been published.

This Counselling shall be conducted on the basis of merit as per the Revised NEET List after the EWS Quota has been scrapped and EWS Quota seats merged with General Quota seats.

In the peculiar facts of the present case, we are exercising our extraordinary jurisdiction under Article 142 of the Constitution to do substantial justice between the parties and so as to see that meritorious students may not have to suffer. We direct that a fresh advertisement be issued by CET Cell in newspapers, in the local language and in English, having wide circulation in the State of Maharashtra within two days from today. The notices be put up on the website also. The seat matrix in the colleges must be notified. We direct that the physical counselling to be conducted within one week thereafter. A representative of the concerned colleges/institutions must remain present at the time of counselling, so that the admission process can be completed. It is further directed that where students had already paid fees earlier, the same be adjusted in the college where the admission is being given in this final round of counselling.



It is made clear that no student shall be permitted to change his/her option/preference which has been given earlier at the time of making their application on 5th March, 2019. The admission of the students shall be restricted to their choice/preference given in the admission form.




It goes without saying that the entire admission process/counselling shall be conducted on the basis of merit as per the revised NEET list, after the EWS quota has been scrapped. The entire aforesaid exercise of counselling shall be completed on or before 17th June, 2019. This round of counselling pertains only to the general category candidates.



The number of seats in the quota of economically weaker section has now been scrapped by the order dated 30.05.2019. The seats will now be available in the general category and will be filled-up as per the merit in NEET in accordance with the order dated 04.06.2019. There can be no question of exclusion of any meritorious candidate irrespective of the category provided, the candidates get cut-off marks as required for the general category.

This is to inform all those candidates, who have been selected on 29/05/2019, that they should report at the counter of respective Institution at Grant Medical College, Mumbai (for dental admission on 13/06/2019 and for medical admission on 14/06/2019) upto 10:00 am if not already admitted for completion of admission procedure. The candidate should complete all the formalities of admission. If a candidate fails to join in this time to respective institution, he/she will be considered as not joined and seat will be added to the seat matrix immediately. The updated seat matrix will be displayed thereafter on State CET Cell website w ww.mahacet.org The Personal Counselling Round will be conducted at Anatomy Hall, Department of Anatomy, Grant Government Medical College and Sir JJ Hospital Campus, Byculla, Mumbai - 400 008.

INSTRUCTION TO CANDIDATES -




  • The selection list published as per Notice No.41 dated 30/05/2019 and Notice No. 43 dated 31/5/2019 stands cancelled. The selection procedure held on 09/06/2019 & 10/06/2019 will be revised as per above schedule. Hence the current status of the candidates will be considered as declared during round held on 29th May, 2019. Selection list as on 29/05/2019 is available on

  • The admission of all candidates allotted seats before 30/05/2019 under EWS quota are hereby cancelled. All the candidates with EWS category will be considered as General Category

  • Revised Merit list is prepared for purpose of Personal Counselling which includes all General Category Candidates (including candidates who opted for EWS Category) irrespective of whether they have Joined, Not Joined, Cancelled or Filled Status Retention

  • Seat Matrix includes previously shown EWS Seats now converted to General Category and seats remained vacant after previous round. Seats surrendered to Private Institute(s) were inclusive of EWS Category seats. Admission on these seats at Private Institutions stands cancelled, if admitted at Institutional Level

  • As per above Schedule in Table - II (A & B), all the candidates from Revised Merit List must remain personally present for the counselling ( Proxy will Not be Allowed, except where for appropriate reason prior p ermission is secured from The Competent Authority and Commissioner, State Common Entrance Test Cell, Mumbai)



  • Candidate who is already admitted for a Post Graduate Course should bring following Original Documents -

    • For identity proof: Aadhar Card/ Passport /Driving license

    • For proof of Admission: Fee receipt, Document Holding Certificate

    • Physical Document Verification Acknowledgement



  • Candidates who are not admitted to any Institute during previously held round(s), should bring all Original Documents as per NEET PG/MDS - 2019 Brochure, and which were verified during Physical Document Verification Process.

  • According to the Revised Merit List, on the scheduled date and time slot, candidate must be present at 8.30 am for morning session and at 1.00 pm for afternoon

    • If a candidate is absent for counselling as per his/her schedule, candidate will loose his/her chance of Re-counselling/Re-shuffling. For already selected candidate on quota other than EWS quota, it will be assumed that candidate is not interested in betterment as per Revised Seat Matrix and he/she will retain the seat which is already allotted and joined.

    • Since EWS quota has been scraped, selection of all the candidates selected on EWS quota seats stands cancelled. For all such candidates seat allotted in previous round stands cancelled. If such a candidate remains absent, he/she will not be considered for selection during this round, even at later stage and such a candidate will loose chance during this entire selection process for Academic Year 2019-20.

    • For a candidate whom seat is not allotted in previous round, if such a candidate remains absent, he/she will not be considered for selection during this round, even at later stage and such a candidate will loose chance during this entire selection process for Academic Year 2019-20.

    • Candidate will be allowed for counseling at his/her merit position only. He/she will not be allowed to appear for counseling other than his/her merit position. Candidate not appearing at his/her merit position will be considered as absent and will loose his/her chance of selection during entire counseling round.





  • During the selection process, on a given day and session, candidate will be called as per Revised Merit List, as per the above table.

  • Candidate will be shown his/her Choice/Preference he/she has filled previously Online, and will be allotted a seat as per the Choice/Preference and available seats at his/her merit position. (No fresh Choices/Preferences will be allowed as per Hon'ble Supreme Court Order).

  • During the counseling, if Choice/Preference is not available for a candidate his/her current position will be maintained at his/her options.


During this Counselling process, if a candidate who is already a dmitted in previous round is upgraded, his/her previous seat will be i mmediately made available in the counselling round to the subsequent c andidates (Candidate who has already completed Counselling, will not b e considered for this Vacant seat).

  • If a candidate is selected to a seat, he/she will have to immediately confirm admission at the selected seat. Admission will have to be confirmed by depositing Original Documents at concerned institution counter. Once a selection letter is issued, it is irrevocable and will not be Cancelled. For a candidate who is already admitted, will collect his/her documents from the counter of Respective Institution where he/she has been admitted. Representatives of MUHS, Nashik and Representatives of all the Government/Corporation/Private Institutions will be present at Counselling Centre with all Admitted Students Original Documents, DD/Cheque. Candidate with Fresh Selection will have to confirm Admission by depositing Original Documents and Paying Admission Fees of Rs. 1500/- by Cash.

    • EWS seats which are now converted into open category seat will be offered to the candidates with eligibility applicable to open category candidates as per the order of the Hon'ble Supreme Court reference no. 4. If a candidate releases a seat during this process of betterment such a seat will be offered to all eligible candidate.


    If a reserved category candidate, by virtue of his/her merit is selected to higher preference/choice and releases reserved quota seat, such seat will be offered to subsequent reserved category candidate.

    • If a candidate has already taken admission through the other Admission Process (DNB; CPS; AIIMS; AFMC; other State Government; Central Government etc.) and has deposited his/her Originals in the selected college then such candidates are not eligible for this round. However, if they bring Original document during this round then they will be considered as eligible. If they bring Holding Certificate by the Dean/Principal, then it will not be accepted in any case.

    • Candidates who join their allotted seat of All India Quota of Round -2 will not be able to resign and candidates who have been allotted a seat in Deemed/Central University in Round - 2 will not be able to participate in any further rounds of counselling in compliance with the directions of the Hon'ble Supreme Court of India dated 09/05/2017 passed in Writ Petition (C) No.267 of 2017 - Dar-Us-Slam Educational Trust & Ors. Vs MCI & Ors. and Hon'ble Supreme Court W.P. (C) No. 686 of 2019 dated 20/05/2019.

    • Seat remaining vacant from Government/Corporation/Government Aided Institutions at the end of this counselling round will remain unfilled. Seat remaining vacant from Private Unaided Colleges, in this round will be surrendered on 17/06/2019 after 03.00 pm to Private Colleges for Institutional Level Round, as per Act, XXVIII of 2015 and the NEET PG/MDS - 2019 Information Brochure.

    • This Notice has been issued strictly in accordance to the direction of Hon'ble Supreme Court in reference 1, 2 ,3, 4 and Government letter in reference no.5 of this notice.
