Karnataka HC refuses MBBS admissions to Koppal Medical College this year

Bengaluru: The Karnataka High Court bench of Justice H G Ramesh and Justice Mohammad Nawazin in a recent verdict have denied the state-run Koppal Institute of Medical Sciences (KIMS) permission to admit 150 students, for the college's MBBS course for the academic year 2018-19. The denial comes on account of prevailing deficiencies in the college.


Medical Dialogues team had earlier reported that Koppal Institute of Medical Sciences was one of the 82 existing medical colleges in the county who had been denied renewal permission by the Ministry of Health and Family Welfare based on the recommendations of the Medical Council of India.

In response, Last week the government-run Koppal Institute of Medical Sciences (KIMS)in order to register its protest against the union government for denial of permission to run the 4thbatch of MBBS course for the academic year 2018-19, had moved a petition in the Karnataka High Court.


The petition saw the Directorate of Medical Education, and the Government of Karnataka, alleging that the act of disapproval on the part of the Ministry of Health and Family Welfare was 'unreasonable', as the ministry notice declining renewal approval was issued without taking into consideration a communiqué sent by the Additional Chief Secretary to the Medical Council of India (MCI) on May 7, this year.


Referring to the Medical Council of India's report which led to the denial of permission by the union government, the petitioner alleged that the council inspectors had made a faulty submissions. The petition claimed that the college had met with compliances as per MCI norms. The institution, the petition said had been running since 2015-16 with impeccable infrastructure and required staff for intake of 150 students.

However, relief to the medical college was denied by the court. Hindu reports that a Division Bench comprising Justice H.G. Ramesh and Justice Mohammad Nawaz passed the interim order on June 26 while holding that, "In view of the kind of deficiencies noticed in the order of May 31, 2018 prima facie , we find that the rejection of renewal of permission by the Government of India is in accordance with Regulation 8(3)(1)(b) of the Establishment of Medical College Regulations, 1999."
