IPC 420 Case against Secretary Glocal Medical College on 24 MBBS Medicos Complaint

The investigation team found the Glocal Medical College had indeed not adhered to the norms laid by the Medical Council of India (MCI) and had barred the MBBS students from appearing from exams despite collecting the fees.

Lucknow: Taking action on the grievances pointed by the third-year MBBS students of Glocal Medical College; the government authorities have lodged an FIR under IPC sections 406 (punishment for criminal breach of trust) and 420 (cheating) against the institute’s Secretary.

The investigation team of SDM, Behat and Chief Medical Officer (CMO) constituted by the DM of Saharanpur found the allegations made by the medicos to be true and observed that the Glocal Medical College had indeed not adhered to the norms laid by the Medical Council of India (MCI). It was also found that the medical institute had barred the medicos from appearing from exams despite collecting the fees.

Around 24 third-year MBBS students of the medical college have been observing a sit-in protest for the past 13 days. The 2016-17 batch medicos pointed out to various shortcomings in the medical college fearing that given the current track record of the medical college at failing to get MCI nod for its subsequent batches, it is also likely to lose out on the inspection for the recognition of their degrees.

The aggrieved MBBS students have demanded transfer to other state-run institutes alleging that the Medical College has failed miserably on all fronts and is compromising the clinical and theoretical aspects of learning.

The students alleged that while MBBS classes had commenced after they took admission but were thereafter halted due to lack of basic facilities and infrastructural deficiencies at the medical college premises including a shortage in faculties, doctors as well as patients. There was no separate ward for various specialities.

“Forged records including surgeries, IPDs, OPD, attendance records along with faked forged photographic evidence are uploaded on MCI website. There are barely any patients who seek medical help. ICUs have non-functioning ventilators, emergency medications and intubation trolleys are lacking. The status super speciality hospital is a misnomer. There are no super speciality departments functioning or existing. Patients are admitted at the time of inspection. Faculties are invited according to inspection demands,” they alleged.

MCI, during its inspection for the past years, has turned down admissions in the college, citing deficiency in infrastructure, staff and other amenities essential at a medical institution.

Since a few months, the students have, so far, approached Chief Minister of the state as well as the MCI and various government authorities seeking their intervention in the matter.

They had gathered support from the Federation of Resident Doctors Association (FORDA) as well.

Recently, noting the allegations made by the MBBS students, a probe was initiated. The team had reportedly found these grievances led by the medicos to be genuine and based on the findings of the report, a complaint was lodged by Superintendent of Community Health Centre (CHC), in Saharanpur’s Behat area against the Secretary of the medical college, reports TOI.
