ICARE Institute of Medical Scineces debarred student admissions by MCI

Kolkata: The Medical Council of India's(MCI), recommendation to the Centre regarding the future of the ICARE Institute of Medical Sciences and Research is indeed worrisome. The apex education regulator has called for debarring of admissions for the next two academic years(2017-18 & 2018-19) of the college. The debarment comes in the face of the institution not being able to fulfill its infrastructural promises, despite having given an undertaking for the same, to the authorities last year.

The Private Medical College which is run by an NGO associated with Laxman Seth, suspended CPI(M) MP, has run into troubled waters with the MCI's debarment decision. The MCI's decision of 'no admissions' was taken at the directive of the Supreme Court mandated Oversight Committee, which had earlier, allowed the college to go ahead with admissions for the year 2016-17 .

The permission had been granted by the OC after the college gave an undertaking to fulfill the prevailing infrastructural deficiencies. The college authorities had also submitted bank guarantees and affidavits to ensure the admission of students for last year. However, the MCI inspection this year revealed that the past infrastructural lapses continue to prevail.

With a consenting OC, the MCI this time has passed strictures refraining admissions to a 100 seats for 2017-18 and 2018-19, academic years. The abstaining of admissions has led to apprehensions in the minds of 400 MBBS students, at the institute at various levels of study, about their own future prospects.

Following are the some of lapses observed by the MCi during its latest visit to the college for an inspection:

• There were only eight major operations on the day of the assessment with only two patient admissions each in PICU,SICU, & NICU


• Three radio diagnosis departments and four Static X-ray machines were available against the required five for each


• There were two USG machines available against the requirement of three


• Available hostel accommodation was less than required


• Study rooms do not have computers with Internet facilities and are not air-conditioned either


• Nurses accommodation four less than the required 48

The MCI's Executive Committee has come up with a decision to give another 15 days for submission of compliance for further consideration of recognition/approval of the college. This decision has also been conveyed to the Oversight Committee and the Centre, reports, millenium post.
