Haryana Medical College refuses to refund Rs 5 lakh bond sum to students

Rohtak: The Post Graduate admission process in a College of Haryana and others that come under the Diplomate of National Board(DNB), due to their overlapping counselling time tables, resulted in students getting admissions in two places and then having to forgo substantial bond, sums in the face of the former refusing refund.


A glaring example is that of a student who having procured a DNB seat had to forgo a bond sum of Rs. 5 lakh deposited by him in the Post Graduate Institute of Medical Sciences, affiliated to Pt BD Sharma University of Health and Sciences. PGIMS, where he had been given admission, earlier, refused to return the bond money as the counselling in the college had closed and the seat would now lie vacant for the whole year.


Parents of students, who were loosing their bond amounts, created an uproar outside the colleges that refused refund.


“I was allotted a PG diploma seat here on June 10. They allowed me to attend Diplomate of National Board (DNB) counselling by giving bonafide certificate. But now after I got through in DNB, they are not letting me vacate from my seat even when there are candidates waiting to take admission,” revealed a candidate.


Parents of such aspirants wondered why the colleges were keeping seats vacant, when such concern prevailed in the country about paucity of doctors.


The college authorities who refused to refund this sums, justified the act saying, they were bound by procedural limitations, as they had closed counselling on Friday, and the student had come to them for forfeiture-the next day


“They could have vacated their seat by Friday, but now it is late and it cannot happen,” said Dr HK Aggarwal, Registrar University to HT. The students countered saying that the admission has been granted on Saturday, so how could they have come for withdrawal a day earlier, on Friday. The also complained of their written application for vacation of seat, not having been read by the director.
