Bihar: Medico moves Human Rights panel against PMCH principal

Patna: The Patna Medical College Hospital Principal’s regret about his brawl with Dr. Alok Kumar, a day after the incident, on Tuesday, seems to have fallen on deaf ears. Dr. Kumar, a dalit medico has gone ahead and filed a complaint with the Bihar Human Rights Commission (BHRC) and the Patna SSP. He has demanded action be taken against his assaulter ,who he alleges called him a 'Dusadh' and a 'Chamar' while attacking him.

Dr. Kumar refused to accept Dr. Sinha’s ‘regret’ and ‘affection’ for him and said that he would under no circumstance withdraw his FIR lodged against him under various sections of IPC and SC/ST(Prevention of Atrocities) Act, with the Pirbahore police.


Meanwhile, the Indian Society of Anaesthesiologists's Bihar Chapter, Secretary, Dr Manoj Kumar said the association members would proceed on hunger strike and stage a dharna, if Dr. Sinha was not removed by December 2.


"A DSP-rank officer is calling me to press me to withdraw the case, but I will not," said Dr Kumar, a former student of prestigious Netarhat Vidyalaya.


Dr Kumar named the DSP, however, the press has refrained from mentioning it. Unwilling to gain media support, Dr. Kumar said, reports had shown him in bad light earlier, even projecting him as the culprit in the whole incident.


"I will fight on my own. I have no intentions to present my case to the media at all," he said while refusing to talk to the press further.


The principal also addressed a meeting of all the departmental heads on Tuesday in an attempt to put an end to the “ unfortunate incident.” Dr Sinha admitted to have lost his cool when Dr. Kumar entered into a heated argument over entering the barricaded area, instead of showing him his Identity card that had been asked for by him.


"When Dr Alok claimed he was a PG student, I asked for his ID card. That led to a verbal duel. I lost cool and slapped him. However, it was he who instigated me and the officials standing nearby," he stated in the minutes of the meeting with the HODs.


Dr. Kumar on the other hand expressed anger against him in his petition mentioning the video captured images of the fight.He alleged that Dr. Sinha had forcefully removed the helmet from his head while he was seated on the bike throwing caste derogatory at him.

"That aggravated the squabble and Dr Sinha slapped me. He then caught me by neck following which the guards standing nearby beat me with lathis. I received grievous injuries, including in my eardrum," Dr Kumar said in his petition to the rights panel.

Fearing his life and career being under threat, the medico said he drew the attention of the BHRC to the pressure being exerted on him from different quarters, including the DSP for withdrawal of the case.

Dr. Kumar besides having met top health officials on Wednesday met the ity SP(central) Chandan Kushwaha, also the officiating Patna SSP and complained about the investigating officer’s alleged attempts to dilute the case by invoking minor Sections in the FIR, though it should have been a case of attempt to murder.
