MUHS releases rules for conducting Convocation Ceremony in its colleges
Mumbai: The Maharashtra University of Health Sciences (MUHS) has released the rules for conducting of convocation ceremony for all the affiliated colleges and recognised institutes.
All the concerned authorities and students can view the norms mentioned below as uploaded by the varsity.
"RULES FOR CONDUCTING OF CONVOCATION CEREMONY AT COLLEGE / INSTITUTION LEVEL".
General rules for conducting of Convocation ceremony at College /Institute level -
a) The affiliated colleges or recognized institutes of the Maharashtra University of Health Sciences (hereinafter referred as 'the MUHS') may conduct the college/institution level convocation ceremony once in the academic year for the purpose of conferring degrees and other academic distinctions which have already been conferred by the MUHS during regular convocation of the MUHS.
b) The date, time and venue shall be such as may be decided by the Dean / Director / Principal of the concern affiliated college or recognized institute. Provided that the college/institution level convocation cannot be scheduled on the day on which the MUHS examinations (theory or practical) or MUHS Convocation (regular or in-absentia) or any meeting/programme/ceremony is arranged at MUHS level for its affiliated colleges or recognized institutions.
c) The seating arrangement for the Chief Guest and other dignitaries on the dias as well as for students and parents (if allowed to attend) will be done preferably as per the MUHS convocation pattern depending upon the availability of necessary infrastructure at the respective college/institute.
d The Dean / Director / Principal of the concern affiliated college or recognized institution shall constitute steering committee and such other committees necessary for conducting of college/institution level Convocation ceremony.
e) The Dean / Director / Principal of the concern affiliated college or recognized institution may use the name and logo of the MUHS along with the name and logo of the concerned college or recognized institution on the backdrop of the main stage of the Convocation ceremony and at such other places as he deems proper. However, the size of the name and logo of the MUHS shall be bigger than the size of the name and logo of the concerned college or recognized institution.
The Dean / Director / Principal of the concern affiliated college or recognized institution may define any specific academic costume for the guests and candidates similar to the costumes as designed and used during the Convocation ceremony of the MUHS.
g) The Convocation ceremony should be started by the procession as per the MUHS Convocation ceremony pattern from the designated place to the central/main stage of the programme. The following order of precedence shall be observed at the time of procession of college/institution level Convocation:
i) The Chairman / Secretary of the society;
ii) The Chief guest / Guests
iii) The Dean / Director / Principal;
iv) The Vice-Dean or Vice-Principal;
v) The Registrar of the college/institution;
vi) Members of the Governing body of the society;
vii) Members of the local management committee (LMC)
viii) Head of the Departments;
ix) Students' Representative(s).
h) The Chief Guest / Guest(s) shall be as decided by the Local Management Committee (LMC) of the concern college/institution. The concern college/institution shall take prior approval to the name(s) of the Chief Guest / Guest(s) from MUHS. The following eminent persons may be considered to be the Chief Guest / Guest(s);
i) The Chancellor;
ii) The Pro-Chancellor;
iii) The Padma awardees.
iv) The Vice-Chancellor of the MUHS.
v) The Chairman / Secretary/ any statutory officer of the Central Councils / Government authorities.
vi) Ex-Vice-Chancellor of the MUHS or Vice-Chancellor of other conventional recognized Central / State / Deemed to be University(s).
vii) Directors / Dean / Head / President of any National or State Academic or Research Institute /Council / Autonomous Institute / State Government authorities.
viii) Any officer from Indian Administrative Services or officer of similar rank.
ix Any Statutory officer of the MUHS.
x) Any seating member of Senate, Management Council or Academic Council of the MUHS.
(The protocol of above listed concerned dignitaries shall be carefully observed wherever necessary and shall be verified and confirmed from the protocol officer of the concerned area. It is the sole responsibility of the concerned college/institution to maintain the protocol.)
i) The Dean / Director / Principal shall determine from time to time as to the persons who will form the academic procession at the college/institution level Convocation. Any dispute arising as to the seniority shall be decided by the Dean / Director / Principal.
j) On the academic procession entering the Hall, the candidates and the audience shall stand and remain to stand until the members of the procession have taken seats on their seats.
k) The Registrar or Deputy Dean / Dy. Director / Dy. Principal or Head of the Department or the senior teacher designated by the Dean / Director / Principal of the concern affiliated college or recognized institute will seek the consent of the Dean / Director / Principal to declare the Convocation open in the following manner; "Hon'ble Dean / Director Principal, may I request you to declare the Convocation open!" The Dean / Director / Principal: "I declare the Convocation open".
I) The proceedings of the Convocation shall then begin with the recitation of MUHS anthem.
m) The candidates, who are to be awarded degrees at the college/institution level Convocation shall be presented by the respective Head of the Department concerned or the Deputy Dean / Director / Principal or the senior teacher designated by the Dean / Director / Principal in the following order:
The Head of the Department concerned or the Deputy Dean / Director / Principal or the senior teacher designated by the Dean / Director / Principal will direct the recipients of the Degree of a concerned programme to rise from their seats, and will address as under:
"Sir, I present to you ______students of_____programme of the Institutions/ College whose names are set out in the list, and 'ho have been examined and found qualified for be Degree of _____to which I pray' that they' may toe admitted." The Dean / Director / Principal, thereupon shall give to the students the Degrees and shall say - "By' virtue of the authority' vested in me by the Maharashtra University of Health Sciences, Nashik, I admit you all to the Degree of___________ and I charge you that ever in your life, thought, action and conversation, you prove yourselves worthy' of the same." The concerned students will acknowledge by a bow and sit down.
n) The Dean / Director / Principal will request the Chief Guest / Guest(s) to present the certificates and medals (already awarded by the MUHS) and additional award, if any, to the students. The Head of the Department or the Deputy Dean / Director / Principal or the senior teacher designated by the Dean / Director / Principal will announce the medals and other distinctions which shall then be presented by the Chief Guest of the Convocation.
O) The Dean / Director / Principal will present the annual report of activities of the college / Institute and request the Chief Guest to deliver his convocation address. The Chief Guest will deliver the convocation address.
p) The Deputy Dean / Director / Principal or the senior teacher designated by the Dean / Director / Principal will deliver the vote of thanks.
q ) The Registrar or Deputy Deans Dy. Director / Dy Principal or Head of the Department or the senior teacher designated by the Dean / Director / Principal shall request the chancellor to declare the convocation closed in the following manner "Hon 'bye Dean / Director / Principal, Stay request you to declare be convocation closed."
The Dean / Director / Principal shall declare the Convocation closed in the following manner. "I declare the convocation closed."
r) The convocation ceremony shall be concluded with the recitation of National anthem.
s) The Academic Procession will leave (as per the MUHS Convocation ceremony pattern) in the same order as it entered. The candidates and audience shall remain standing till the procession has left the Convocation Hall.
1) The MUHS may depute any authority member or its officer as an observer for its proper organizing and smooth conduct of the college/institute level Convocation ceremony. The concern college/institution shall bear the T.A./D.A. and honorarium of the concerned observer as may be decided by the MUHS from time to time.
u) The concern college/institution shall keep and maintain the appropriate record in the format as may be prescribed by the MUHS regarding the certificates of degrees and other academic distinctions re-awarded at the college/institution level Convocation. The MUHS shall have the right to call such record for inspection at any time.
Miscellaneous -
a) The Vice-Chancellor may, at any time, without giving prior notice, amend, alter or repeal at any provision of these rules or may prescribe additional rules or procedure in conformity with above-mentioned provisions.
b) The decision of the Vice-chancellor shall be final and binding in case of any interpretation of or difficulty arising in the implementation of any of these rules.
c) All the words or terms denoting any gender shall include all the respective genders.
