PG Medical Admissions in Maharashtra: Check out schedule, eligibility criteria, application process
Mumbai: The Maharashtra State Common Entrance Test Cell (Maha CET Cell) has released the Schedule, Eligibility criteria, Selection and application process details for the NEET PG counselling 2020 for PG medical admissions in the state.
The concerned candidates who are vying to admissions to PG medical courses in the Maharashtra based medical colleges are requested to view the details from the information bulletin mentioned below.

Certificates / Documents to be uploaded and produced at the time physical document verification
i. Online downloaded Application form for State NEET PG 2020
ii. Copy of downloaded NEET-PG 2020 Admit Card
iii. Any Photo ID proof (Aadhar Card/Driving License, PAN Card, Pass port)
iv. NEET-PG 2020 Mark sheet
v. Nationality Certificate /valid passport or School Laving Certificate of HSC/ 12th Std. indicating the nationality of the candidate as "Indian"
vi. MBBS degree/Passing certificate.
vii. Internship completion certificate from University or the Head of the Institution. Internship completion should not be later than 31/03/2020
viii. Permanent / Provisional Registration certificate of Maharashtra Medical Council or other State Medical Councils in India/MCI.
ix. Certificate from Head of Institute showing that the Medical College/ Institute from which the candidate has passed MBBS examination is recognized by Medical Council of India.
x. Medical Fitness Certificate. (As per Annexure – M)
i Copy of Receipt of online fee payment for Rs. 3000/- / (With late fees Rs 4000/-).
If applicable, Caste certificate, Caste validity certificate, Non Creamy Layer Certificate, EWS eligibility Certificate For Person with Disability (PWD) Candidates - Medical Disability Certificate as per Annexure-D, all India Quota / AIIMS / Central Government Institute selection letter/letter from dean /principal stating that candidate was admitted for MBBS course under 15% all India quota / AIIMS / Central Government Institute, NOC (for in-service candidates), orphan Certificate form Competent Authority, Bond release certificate.
ELIGIBILITY CRITERIA FOR NEET PG 2020 MEDICAL POSTGRADUATE COURSES:
Candidate must be an Indian National. Nationality Certificate issued by District Magistrate or Additional District Magistrate or Chief Metropolitan Magistrate or valid passport or School Leaving Certificate of HSC/12th Std. indicating the nationality of the candidate as "Indian" shall constitute the proof of nationality.
Non Resident Indians (NRI) are not eligible for any other seat except NRI quota seats in unaided private and Private Minority medical colleges, subject to fulfillment of NRI status and other relevant eligibility criteria.
Non Resident Indians (NRI) are eligible only for maximum 15% NRI Quota seats in the Unaided Private/Minority medical colleges.
Persons of Indian Origin (PIO) / Overseas Citizen of India (OCI) are Not eligible for any seat under Competent Authority, State CET Cell.
All candidates, who have passed final M.B.B.S. examination form the college situated in Maharashtra and completed/completing one year internship training by 31st March, 2020 from a recognized medical college (Annexure-F) included in the Schedule of the Indian Medical Council Act, 1956 are eligible. The Medical College should have been affiliated to the Maharashtra University of Health Sciences Act, 1998 or Medical College affiliated to Deemed university as per University Grant commission Act of 1956 under section 13/A, situated in the State of Maharashtra. The candidate should have obtained provisional or permanent registration either from the Medical Council of India or Maharashtra Medical Council (MMC) or other state Council will be eligible for registration for NEET-PG 2020. Candidate who have passed MBBS examination from foreign University are not eligible for NEET-PG 2020 admission process under Competent Authority, State CET Cell.
The candidates who are domiciled in the State of Maharashtra and who have obtained admission under 15% All India quota / AIIMS / Central Government Institutions for MBBS course in the medical college / institution situated outside Maharashtra State and who have obtained the degree from a University situated outside the State of Maharashtra will also be eligible for selection process of NEET PG-2020. Such candidates should submit (i) certificate form the Dean of respective medical college Starting that the Candidate was admitted under 15% all India quota /AIIMS / Central Government Institutions for MBBS course, and (ii) Candidate's Domicile certificate of Maharashtra State by virtue of residence.
The Candidate must be medically fit.
All Candidates desirous to take admission for MD/MS/PG Diploma courses under state quota or Institutional quota must have appeared for NEET-PG 2020 and declared eligible by the Competent Authority of NEET-PG 2020, Government of India, New Delhi.
To be eligible for selection:
To be eligible for selection to Medical Postgraduate courses a candidate belonging to General Category and EWS category must secure minimum of marks at 50th percentile and candidate belonging to constitutional reservation category and constitutional reservation category with person with disability (PWD) claim must secure minimum of marks at 40th percentile in NEET-PG 2020. Person with disability (PWD) from general category and EWS category must secure minimum of marks at 45th percentile in NEET- PG 2020. Person with disability (PWD) from general category and EWS category must secure minimum of marks at 45th percentile in NEET- PG 2020.
A candidate who fails to obtain the minimum eligibility percentile /marks as prescribed in regulations shall not be admitted to any Postgraduate courses in the said academic year 2020-2021.
However, the eligibility criteria decided by MCI / Government of India if revised will be applicable from time to time.
The MCI/Maharashtra Medical Council / Other State Medical Council registration is mandatory for NEET-PG 2020 qualifying Candidates. Registration Certificate should be produced at the time of Document Verification process. A candidate without registration certificate will be held ineligible for admission.
Candidates belonging to Backward Classes / SEBC / EWS must have claimed so in his online registration form of Maharashtra State quota seats, failing which such a claim will not be entertained subsequently. Candidate belonging to above Categories should produce Caste Certificate, Caste Validity Certificate and Non-Creamy Layer Certificate (wherever applicable) at the time of physical document verification process. Candidate who fails to produce above said certificates will be considered as Open Category Candidate provided he/she fulfills the eligibility criteria of NEET-PG 2020.
Candidates belonging to EWS category will be required to produce Eligibility certificate for Economically Weaker Section in prescribed format issued by Concerned Authority, Government of Maharashtra, at the time of physical document verification process. Candidate who fails to produce above said certificates will be considered as Open Category Candidate provided he/she fulfills the eligibility criteria of NEET-PG 2020 (Annexure – "AA")
Reserve category/SEBC/EWS candidate must claim his category at the time of registration. A candidate belonging to a respective category but not having any physical document can also claim respective category reservation during registration process; however he/she must produce the said certificates at the time of document verification process so as to avail respective category claim.
A Candidate belonging to 'Creamy Layer' amongst the categories (VJ) DT -A, NT-B, NT-C, NT-D, OBC, SBC and SEBC must note that the provision of reservation is NOT applicable to him / her. A candidate claiming benefit of reservation under these categories will be required to produce Non-Creamy Layer Certificate as specified in the Govt. Resolutions form time to time. The certificate in prescribed Proforma stating that it is valid up to31/3/2020should be submitted at the time of physical document verification process.
In view of Hon'ble Supreme Court order dated 06/09/2017 in CA 11234- 48 of 2017, it is mandatory to submit Caste Validity Certificate.
Candidates who have passed postgraduate diploma course will be eligible for admission to postgraduate degree course in the same subject only through NEET-PG 2020.
As per circular dated 01th November 2011 issued by Directorate Medical Education Research, Mumbai, a candidate who have completed MBBS course from Government/ Corporation/Government Aided Colleges have to complete bond service as per the rules and regulations framed by State Government from time to time. Such a candidate can appear NEET PG examination without completion of UG bond, only for two years. After these two years, a candidate is not eligible for admission through for NEET PG unless he/she completes UG bond service. Such a Non-eligible candidate has to pay bond penalty amount to the Dean before document verification; otherwise he/she will be treated as ineligible for selection. For calculating two attempts, the calendar years will be considered irrespective of whether the candidate appeared or not for the PGM-CET/NEET PG examination. Candidate has to upload /produce bond release certificate during online / physical Document Uploading / verification Process. All the candidates who have completed the Internship on or before 31/03/2018 are not eligible for admission process through NEET - 2020 unless he/she has Bond release certificate on the day of document verification process (Annexure – BB).
As per Government Resolution No. MEDD/ 1017/CR171/17/Edu-2, dated 12/10/2017 and its amendment dated 24/11/2017, the Government of Maharashtra has made one year bond service compulsory for MBBS Graduate who have completed MBBS from Government / Corporation Medical Colleges in the State of Maharashtra. These Government Resolutions are stayed by Hon'ble High Court, Mumbai in W.P No.3035 of 2019. The Government of Maharashtra has challenged Hon'ble High Court, Mumbai order in Hon'ble Supreme Court by S.L.P (Civil) No 0226100 of 2019 in write petition No. 3035/2019. The said SLP is pending before Hon'ble Supreme Court. Any order passed in this SLP will be implemented in due course.(Annexure - P).
The candidate has to fulfill qualifications and eligibility criteria as notified by Central Government /Medical Council of India from time to time.
Eligibility for In-Service Candidates:
Eligibility for in-Service candidates will be as per criteria laid down by the Public Health Department of State of Maharashtra for In- service medical officers. As per Public Health Department Government Resolution No. MMO-2019/C.R.165/Service-3,dated 19th March 2019 and or any Government Resolution issued from time to time (Annexure-U)
In–Service candidate desirous to claim In-Service quota seat shall obtain No Objection Certificate from their establishment for admission process.
In service quota candidate must have appeared for NEET-PG 2020,and declared eligible by Competent Authority, Government of India, New Delhi.
Candidates for post-graduate medical courses shall be selected strictly on the basis of their NEET-PG 2020 merit. However as per clause 9 (IV) & (VII) of MCI PG regulation 2000 in determining the merit of eligible In-Service candidates under Government/Public authority, weightage in the marks may be given by Public Health Department as an incentive at the rate of 10% of marks obtained for each year of service in remote and/or difficult areas maximum of 30% of marks obtained in NEET-PG 2020. The remote and difficult areas shall be as notified by Government of Maharashtra from time to time.
In-service candidate will also be covered by relevant general eligibility criteria.
Non-eligibility of Candidate.The following candidates are not eligible for admission process through NEET-PG 2020.
Candidates who have passed Final MBBS examination from institute located outside Maharashtra, except candidates who are Domicile of Maharashtra and selected under 15% all India quota / AIIMS / Central Government Institution (Ref. Rule 8.3).
NRI candidates are not eligible for seats in Government/Corporation Medical Colleges, State quota of Central Government Medical Colleges/Government aided colleges/State CET Cell quota seats (including Institutional quota) of Unaided Private and Minority Medical Colleges. However, they are eligible for NRI quota seats of Unaided Private and Minority Medical Colleges.
PIO/OCI/ foreign national candidates are not eligible for any seat through this process, in the State of Maharashtra.
Candidates who have not appeared for NEET-PG 2020conducted by Competent Authority, Government of India, New Delhi.
Candidates who are not completing internship on or before 31st March 2020.
Candidates appeared for NEET-PG 2020 after previous 2 attempts in PGM-CETs/NEET PG and has not completed one year of bond service as per Government of Maharashtra rule and/or not received bond release certificate by paying bond penalty amount. (Refer rule 8.13)
Candidates who have not obtained Maharashtra Medical Council / MCI / Other State Medical Council registration before the date of physical document verification process.

Candidates who are previously registered and are pursuing / have Completed the PG degree course or have obtained PG degree are not eligible for admission through NEET PG 2020. This prohibition will apply to Post Graduate admission in Government/ Corporation run Medical College(s) only. However candidates who have completed PG course in one broad specialty is eligible for any other broad specialty in Private Unaided Medical College(s)as per Hon'ble High Court Order Dated 02/04/2018 in W.P. No.2388 of 2018 and Government of Maharashtra Letter No. WPM-1318/C.R 122/18/EDU-2, Dated 27/03/2018).
Candidates who are registered for PG diploma and pursuing the course.
9. There shall be no admission of students in respect of any academic session beyond 18th May 2020 for postgraduate courses under any circumstances. The University shall not register any student admitted beyond the said date.
Online application form filling process:
The details of online form submission process is on website www.mahacet.org are as mentioned below.

a) Application form link will be displayed. click on Application form link.
b) Instruction page will be displayed. Carefully read the Instructions for filling online form (Annexure "G"). After reading Instructions, applicant has to click NEXT button to go to actual Online Application form (Annexure "H" a specimen copy of online application form)
c) Candidate should fill all the entries in application form.
d) System will validate required fields before allowing him / her to submit.
e) Before submission of Application Form, the candidate should read carefully the conditions given under "Declaration by the Candidate." Candidate should agree to the below given conditions, before submitting the application form.
Fees: -
a) I) The fees for Government and Municipal Corporation Medical Colleges is as below as per GR. No. AMC-1007/628/CR.148/07/Edu-02 Mantralaya Dated 1st March, 2012 (subject to revision by the Govt. / appropriate authorities): Fees for academic year 2020-21 as under: -
Tuition fees Rs. 94,400/- per year + (development Fee 5,000)
Admission fees Rs. 1,500/-
Gymkhana fees Rs. 500/-
Hostel fees Rs. 4,000/- per year
