New Delhi: UCMS to be handed over to Delhi Govt by December 1, says Directive

New Delhi: Based on the Delhi High Court directive,the Delhi Health Department has asked the Delhi University to hand over the University College of Medical Sciences(UCMS) by December 1, 2016. The Department of Health in its order issued late last month had stated, “both DU and the Delhi government should have the transfer and take over completed within the stipulated time.”

As per the order through this transfer all assets and liabilities, including land and building, shall stand transferred to the Delhi government. In the case of the staff, both teaching and non teaching shall also be transferred to the Delhi government in their position and with their present salaries drawn, which may be altered by specific orders of the Delhi government later.

“Terms and conditions of employment of the UCMS staff, their merger in appropriate cadre in the Delhi government and determination of inter-se seniority shall be examined by a committee to be constituted by the Delhi government,” the order noted.

In accordance with the order, the Delhi University is to complete the process of de-notification from the institutional list and absolve the executive council before the takeover date.

“Budgetary provisions for the non-Plan and Plan requirements shall be made for the expenditure by the UCMS in the revised estimates and budget estimates by the UCMS and the Health Department of Delhi,’’ stated the order issued with approval of the Delhi Lieutenant-Governor.
