    NEET SS 2019 Counselling: MCC issues notice for AFMS candidates
    New Delhi: Through a recent notice, the Medical Counselling Committee (MCC) has informed about the NEET SS 2019 counselling procedure for AFMS candidates.

    The concerned Armed Force Medical Services candidates who are vying for admission DM, MCh and DNB SS courses are requested to view the details of the said notification issued by the MCC on its official website which clearly mentions the following

    Candidates who want to participate in AFMS super-specialty counselling for admission in Institutions are requested to go through the following notices ( as sent by DGAFMS for their information )

    • Admission Notice

    • Surety Bond

    • Sponsorship Certificate


    ADMISSION NOTICE: SUPER SPECIALITY COURSES AT AFMC, PUNE THROUGH CENTRAL COUNSELLING BY DGHS, MoHFW FOR THE YEAR 2019

    Armed Forces Medical College (AFMC), Pune conducts Postdoctoral/Superspeciality training primarily for the doctors of Armed Forces Medical Services

    Eligibility Criteria The eligibility criteria for admission to superspecialty courses at AFMC Pune are :-

    (a) Categories

    Serving officers of the AFMS: AFMS officers granted study

    Medical Officers sponsored by Para Military Forces/other Govt of India organizations: A Sponsorship Certificate as per Appx ‘A’ issued by the sponsoring authority to the candidate, specific to the subject allotted, is a mandatory requirement for

    EX-SSC AFMS officers :

    Officers released from service after completion of contractual service, within three years after the release from service are eligible for admission with no service/bond liability. The date of release should not be before 01 Aug 2016 for the session starting from Aug

    Officers who have resigned the commission/dismissed/removed from service/ not completed the contractual service are Not Eligible under this

    AFMS officers with date of release from service prior to 01 Aug 2016 will have service/bond liability as applicable to civilian doctors.

    Civilian doctors:

    The candidate should be willing to serve the Armed Forces Medical Services (AFMS) for 05 years subject to fulfilling other eligibility criteria. Candidate will have to execute a bond agreement to pay as per
    Appx ‘B’
    at the time of admission, to pay a sum of Rs. Thirty-Five Lacs (Rs. 35,00,000/-) to Govt of India, in case unwilling to join AFMS when offered commission on completion of the course. Maximum permissible age shall be 40 yrs as on 01 August.

    Civilian doctors will have to undergo medical examination by a duly constituted medical board at the time of admission, so as to assess their fitness for commissioning as per laid down criteria and will be admitted only if found fit.

    Authority: GoIletter No.F/PC-8510/DGAFMS/DG- 1D/345/2013/D(Med) dated 6th March 2013 and GoI letter No. PC III/17436/DGAFMS/DG-1D/1819/13(a)/D (Med) dated 15 January 2014.

    Qualifications: Candidate must have MBBS & MD/MS/DNB Degree registered with State Medical Council or MCI. Students who have completed/are competing Postgraduation by 31 Jul 2019 are eligible for admission along with Provisional Registration

    The candidate must be a citizen of A candidate who is already pursuing any Superspeciality course, shall not be eligible for admission to another Surperspeciality course in the Academic year 2019-20.

    SEATS & RECOGNITION STATUS: AFMC, Pune is recognized by the Medical Council of India (MCI) and is affiliated to Maharashtra University of Health Sciences, Nashik for the following Superspeciality courses:–

    • DM (Cardiology) : 01

    • MCh (CTVS Surgery) : 03

    • MCh (Neurosurgery) : 03

    • MCh (Plastic Surgery) : 03

    • COUNSELLING: As per the Govt of India, Ministry of Health & Family Welfare letter No. V.26012/02/2016 MEP (Pt) dated 04 May 2017, there shall be a common counselling for all seats of NEET Superspecility at the national level to be conducted by Directorate General of Health Services (DGHS). Hence, all eligible candidates desirous of admission to Post-doctoral courses (DM/MCh) at AFMC, Pune for the session commencing from Aug 2019 will have to register on portal for Superspeciality courses on the MCC website


    PROCESS OF ADMISSION AND MEDICAL EXAMINATION

    The following process will be adopted by candidates:–

    • All candidates seeking admission should register on the portal for Supespeciality courses on website. It is the responsibility of the candidate to ascertain whether they meet the requisite eligibility criteria.

    • Candidates while reporting for admission, will have to bring the following documents:-

    • 6 (Six) Passport size latest photographs.

    • Copy of the NEET-SS 2019 Admit card.

    • NEET-SS 2019 Score

    • Copy of Class X/SSLC/ICSE certificate as valid certificate of proof of

    • Copy of University Mark Sheet of first to final MBBS examinations and Postgraduation

    • Copy of Internship Completion

    • Copy of Permanent / Provisional State Medical Council Registration Certificate of MBBS & Postgraduation course.

    • Copy of MBBS & Postgraduation degree (Passing Certificate, if degree has not been received).

    • Copy of Nationality Certificate/Xerox copy of valid Passport/Domicile Certificate/Birth

    • Copy of Attempt Certificate (MBBS & MD/MS/DNB as applicable).

    • Copy of Transfer Certificate for non-AFMC

    • Copy of Migration Certificate for Non-MUHS

    • Copy of Aadhaar

    • Sponsorship Certificate in case of Medical Officers sponsored by Para-Military Forces/Govt of India organizations. Sponsorship Certificate issued by the sponsoring authority should be specific to the subject allotted to the candidate only and is a mandatory requirement for the candidate to be considered for

    • In case of Ex-AFMS/SSC Officers, release order from Armed Forces Medical Services by DGAFMS/concerned Medical

    • Civilian candidates, if selected, will be required to execute a bond agreement to serve as Short Service Commission (SSC) officer for 5 years with the Armed Forces Medical Services (Service liability) or pay an amount of Rs. 35 lacs (Rupees Thirty Five lacs only) to Govt of India if unwilling to join on successful completion of the course and subject to being offered the said commission as per GoI letter No: PCIII/17436/DGAFMS/DG1D/1819/13/(a)/D (Medical) dated 15 January 2014.


    Note: Admission to DM/MCh courses at AFMC, Pune is provisional subject to confirmation/ratification by the office of DGAFMS, MUHS Nashik & MCI. Candidates are free to seek any clarification at the time of counseling/admission.

    ANTEDATE SENIORITY FOR CIVILIAN DOCTORS COMMISSIONED IN AFMS

    The civilian doctors, on grant of commission in the Armed Forces, will be eligible to apply for antedate seniority within 01 year of grant of Short Service Commission, in accordance with GoI letter No. 3569/DGAFMS/DG1b(i)/3394/D (Med) dated 20th Dec 2011 as under –

    • PG DEGREE - 36 months (For NBE/MCI recognized PG degree obtained from a recognized institution after a PG Degree course of 03 years duration).

    • PG DIPLOMA - 24 months (For NBE/MCI recognized PG Diploma obtained from a recognized institution after a PG Diploma course of 02 years duration).

    • Maximum antedate seniority in case of a candidate eligible for antedate under more than one counts as givien in AI 74/76 & 75/78 read with paras 6 (a) & (b) above, will be limited to a total period of 42 months (DGAFMS is the final authority regarding grant of antedate seniority to any officer).
