    NEET 2019 Counselling for EWS Candidates: MCC releases FAQs for Round 2
    New Delhi: The Medical Counselling Committee (MCC) has published the FAQs for EWS Candidates in Round-2 of NEET Counselling 2019.

    It is for the information to all candidates who want to participate as EWS candidates in Round-2 of UG Counselling 2019 that the FAQs for the information of EWS candidates are placed below. The candidates are advised to go through the FAQs to be aware of the eligibility conditions for participation as EWS candidates.

    FAQs Regarding EWS Quota


    Q. No. 1 What are the Terms & Conditions to be followed to avail the benefit of EWS reservation?

    Ans: The terms & conditions to avail the benefit of EWS reservation for UR candidates will be as per Office Memorandum No. 36039/1/2019-Estt (Res) dated 31st January, 2019 issued by Department of Personnel & Training (DoPT). (Copy Enclosed as ANNEXURE-A).

    Q.No.2 When will the EWS reservation start in UG Counselling 2019 for 15% All India Quota?


    Ans. The EWS reservation for UR candidates in 15% All India Quota will start from Round-2 onwards as per schedule in 2019 UG Counselling and will be applicable only in Central Educational Institutions/ Central Universities for whom LOPs have been issued by Board of Governors, MCI and will be applicable only for UR candidates. For this year EWS will be incorporated in the following Central Educational Institutions:

    1. Lady Hardinge Medical College, New Delhi

    2. University College of Medical Sciences, New Delhi

    3. VMMC & Safdariung Hospital, New Delhi

    4. Medical College of RML Hospital, New Delhi

    5. Institute of Medical Sciences, BHU, Varanasi


    Q.No.3 Who under EWS category are eligible for availing the benefit of EWS reservation?

    Ans: The following will be eligible:

    All UR candidates who are not covered under the scheme of reservation for SCs, STs and OBCs and whose family income has gross annual income below Rs. 08:00 Lakhs (Rupee eight lakh only) will be identified as EWSs for benefit of reservation. Income shall also include income from all sources i.e salary, agriculture, business, profession etc. for the financial year prior to the year of application. (Please refer to ANNEXURE-A Point No.4 Criteria of Income & Assets).

    Q.No.4 Who will not be eligible for EWS reservation?

    Ans: The candidates whose family owns or possesses any of the following assets shall be excluded from being identified as EWS, irrespective of the family income and hence will not be eligible for EWS reservation:

    • 5 acres of agricultural land and above

    • Residential flat of 1000 sq.ft. and above



    • Residential plot of 100 yards and above in notified municipalities



    • Residential plot of 200 yards and above in areas other than the notified municipalities.(Please refer to ANNEXURE-A Point No.4 Criteria of Income & Assets )


    Q.No.5 Who will issue EWS certificate to avail the benefit of 10% EWS reservation for UR candidates in Medical Educational Institutions?

    Ans: Please refer to ANNEXURE-A Point No.5 Income and Asset Certificate Issuing Authority and Verification of Certificate, Office Memorandum of DoPT.

    Q.No.6 Whether there will be PwD reservation in EWS Quota?

    Ans: Yes, there will be reservation for PwD candidates belonging to EWS category (EWS PwD). Also there will be reservation for CW candidates belonging to EWS category (EWS CW) which is present in Delhi University and Medical College of RML Hospital.

    Q.No.7 Whether the EWS reservation in 15% All India Quota will be implemented in states also other than Central Educational Institutions?


    Ans: No, as per the scheme of All India Counselling for l 5OZ« AIQ approved by the Hon’ble Supreme Court of India in W.P O No. 138 of 2006 Abhay Nath Vs. University of Delhi & Ors. there is reservation for candidates belonging to SC/ ST/ OBC category only. 10% EWS quota will be only applicable in Central Educational Institutions.

    Q.No.8 I have already registered for Round-1 as UR candidate. Will I be able to avail the benefit of EWS reservation in Round-2 by converting my category into EWS?


    Ans: Yes, candidates who already registered as UR in Round-1 can avail the benefit of EWS reservation. The registered candidates of Round-1 will get a POP UP asking whether you would like to participate for EWS reservation. The candidate has to say “YES” in order to avail the benefit of EWS reservation and candidate must fulfill all eligibility criteria as per ANNEXURE-A.

    Q.No.9 Will UR candidates registering for the First Time can avail the benefit of EWS reservation?


    Ans: Yes, UR candidates belonging to EWS category who are registering for the first time will be given option to register as EWS candidate as per ANNEXURE- A.

    Q.No.10 When the EWS certificate is required to be shown to avail the benefit of EWS reservation?

    Ans: In case a candidate has been allotted a seat against EWS category he/ she has to produce the EWS certificate at the time of Reporting to the allotted college. The certificate in the prescribed format as given in ANNEXURE-A shall only be applicable and accepted as proof of candidate’s claim regarding EWS category.

    Q.No.11 How is the seat matrix made for EWS reservation?

    Ans: The Seat matrix incorporating EWS reservation will be prepared by the concerned College/ University and as per the matrix provided, allotment will be made by MCC of DGHS.

    Q.No.12 Will there be any conversion of EWS seats & EWS PwD seats into UR category if eligible candidates are not available?

    Ans: The conversion of seats will be carried out during Mop Up Round of seat allotment for AIQ, once the students in these categories get exhausted and will be as per the following algorithm:

    EWS (PwD) EWS EWS > UR.
