MCI relaxes Minimum Qualifications for PG Medical Teachers

New Delhi: In an important development for medical faculties across medical colleges in the country, the Medical Council of India has recently notified new rules on the eligibility as well as promotion of medical college teachers.

Through a recent gazette notification MCI was seen amending Minimum Qualifications for Teachers in Medical Institutions Regulations, 1998 calling the new regulations as “Minimum Qualifications for Teachers in Medical Institutions (Amendment) Regulations, 2017.

With the news amendment MCI has substituted the qualifications of medical teachers indicated in the  schedule 1, Clause 6, placing the following qualifications

“The teachers in a medical college or institution having a total of 8 years teaching experience out of which at least 4 years teaching experience as Assistant Professor with two research publication in indexed journals gained after obtaining postgraduate degree shall be recognized post graduate teacher in broad specialties.

In case of super specialties only those teachers who possess 6 years teaching experience out of which at least 2 years teaching experience as Assistant Professor gained after obtaining the higher specialty degree shall be recognized post graduate teacher.”

With this MCI has reduced the number of teaching experience. It is reported that for the purpose of recognition as postgraduate teacher in broad specialties, earlier Schedule 1, Clause 6, required total 8 years with teaching experience with least five years teaching experience as Lecturer or Asst. Professor gained after obtaining postgraduate degree. Now, the number of teaching years as AP has been reduced to 4 years.  Simultaenously requirement of 2 research publication in indexed journals has been added.

On similar lines, recognition of PG teacher in Super Specialties required possession  of eight years’ teaching experience out of which at least five years’ teaching experience as Lecturer / Asst. Prof. gained after obtaining the higher speciality degree . Now, the total required teaching experience in this category has been reduced to 6 years with that of AP being reduced to 2 years.

The amendment also lays down the requirement of promotion of medical faculties, which has been laid down as under.

Broad Specialties (MD/MS)

Posts Academic Qualifications Teaching & Research Experience
Professor/Addl. Professor (8 year of Post PG Experience) A post graduate qualification MD/MS in the concerned subject and as per the TEQ Regulation Associate Professor in the subject for 3 years in a permitted/approved/recognized medical college/institution with 4 Research Publications in Indexed Journal on Cumulative basis with minimum of 2 Research Publication during the tenure of Associate Professor as Ist Author or as corresponding author.
Associate Professor (5 year Post PG experience) A post graduate qualification MD/MS in the concerned subject and as per TEQ Regulation. As Assistant Professor in the subject for 4 years in a permitted/approved/recognized medical college/institution with 2 Research Publication in Indexed Journals as Ist Author or as corresponding author.
Assistant Professor A post graduate qualification MD/MS in the concerned subject and as per the TEQ Regulations. 3 years Junior Resident in a recognized medical college in the concerned subject and one year as Senior Resident in the concerned subject in a recognized medical college.

Senior Resident (Broad Specialties)

Senior Resident Senior Resident is one who is doing his/her residency in the concerned post graduate subject after obtaining PG degree (MD/MS) and is below 40 years of age.

Super Specialty (DM/M.Ch.)

Posts Academic Qualifications Teaching & Research Experience
Professor/Addl. Professor (5 year of Post Super Specialty experience) A super specialty post graduate qualification in DM/M.Ch. in the concerned subject and as per the TEQ Regulation Associate Professor in the subject for 3 years in a permitted/approved/ recognized medical college/institutions with 4 Research Publications in Indexed Journal on cumulative basis with minimum of 2 Research publication during the tenure of Associate Professor as Ist Author or as corresponding author.
Associate Professor/(2 years of Post Super Specialty experience) A super speciality post graduate qualification in DM/M.Ch. in the concerned subject and as per the TEQ Regulation. As Assistant Professor in the subject for 2 years in a permitted/ approved/recognized medical college/ institution with 2 Research Publication in Indexed Journals as Ist Author or as corresponding author.
Asst. Professor A super speciality post graduate qualification in DM/M.Ch. in the concerned subject and as per the TEQ Regulation.

Senior Resident (Super Speciality)

Senior Resident Registered for M.Ch./DM in the concerned subject

  1. I have completed 3 yrs asst. professor ship after my pg as a contractual faculty. My contract was over. As there was no vacant seat for AP in general catagory at that time , I joined as demonstrator. Now after 2 months there was walk in interview for AP after amendment of rules. Can I again joined as AP or I have to joined as SR acc. to new guidelines. (FAQ FOR TEACHERS ELIGIBILITY Q NO. 23)

    If today NEET IS CORRECT THEN DNB IS BETTER THAN MD/MS ( it\’s of uniform standards throughout the country. Then if DNB IS INFERIOR TO MD/ MS THEN NEET IS A ABSOLUTE WASTE AND GOVT SHOULD BE BLAMED FOR MURDERING \”MEDICAL STUDENTS \”.by forcing them to join DNB ON SINGLE WINDOW ADMISSIONS TEST. Then why did finance minister announced in this budget 2017 that DNB SHOULD BE TAKEN UP IN ALL DISTRICT HOSPITALS IF HE CONSIDERS INFERIOR TO MD/ MS . Is it to kill the people using these DNB CANDIDATES AND REDUCE POPULATION OF THE COUNTRY.( as they have to provide inferior care as they are inferiors)

    There is some ambiguity in previously notified Govt of India\’s residency program. Regarding two yr. Junior residency after MBBS and Three year residency during Post graduation[ 1n yr as a junior resident, to compensate 2year PG course]. What is utillity of Post graduation in those states where senior residensy seats are available for only state govt. job holders.

    age limit 40 for SR SHOUD NOT BE.
    REASEARCH PUBLCTION IN INDEXED JOURNAL 2/4 SHOULD NOT BE COMPULSORY FOR ME TEACHERS PROMOTION\’they shoud read more new edition standard books and online updation of medical knowledge rather on purely baed on publiction. this will not make widely copetent except those 2/4 papers
