Chandigarh: Depressed with their now-bleak career prospects, the 3rd year MBBS students at World College of Medical Science and Research have written to the President, Prime Minister, Union Health Minister and Haryana CM seeking permission for euthanasia or transfer to other medical institutes in the state.

The students are extremely upset with the functioning style of medical college management since their admission. They have alleged that the World College of Medical Science and Research does not have the basic facilities to run the MBBS course.

The 2016-17 batch medicos are afraid that with the failure of the medical college in acquiring MCI nod for its following batches, it is likely to lose out on the inspection for the recognition of their degrees.

In the letter to the President, Prime Minister, Union Health Minister and Haryana CM signed by 49 students, they said they had taken admission through counselling conducted by Pt BD Sharma University of Health Sciences, Rohtak, in 2016.

They alleged that the World Medical College has not only flouted all the norms and guidelines for running medical colleges but on the contrary severe and serious defect have been found on the part of the Medical College during inspections being carried out by Medical Council of India (MCI).

Consequently, the Ministry of Health and Family Welfare debarred the Medical College for two consecutive academic years i.e. 2017-2018 and 2018-2019, with a direction not to admit any student or conduct MBBS course.

The said Order was challenged by the Medical College before the Supreme Court, by filing Writ Petition which was disposed of by the apex Court with direction to MCI to carry out inspection of the Medical College.

However, the Medical College, despite the Order, did not allow the inspection team of MCI to carry out inspection of the College on 2 occasions and therefore was denied the permission to admit any students for MBBS course even for the academic year 2018-2019.

Resultantly, the third renewal has also been refused to the institute by the Board of Governors of MCI (MCI BoG) it means the college does not possess minimum requirements for the study of 3' prof. year students too, the students stated adding that the future MBBS students stand jeopardized.

Following this, the medicos approached the High Court. "The college neither has doctors to teach us nor does it have patients in its hospital," they said, adding they filed a petition in the High Court in 2018 seeking their transfer to other well-equipped colleges.

On Court orders, affiliating University- Pt BD Sharma University of Health Sciences had also done an inspection of medical College and found various discrepancies.

Later, the High Court directed MCI to inspect the medical college. "At one inspection by MCI, the Medical College manipulated the fake faculty and ghost patients were brought by them on payment just to fabricate and manipulate to show the compliance during the inspection. The various documents and complaints were made to MCI regarding the manipulation by World Medical College in order to get the inspection report favourable and desperately to get permission for admitting students for academic session 2019-2020. Various recorded sting operations showing false and bogus arrangement of patients and ghost faculty were provided to MCI for its verification which was found to be correct by MCI," mentioned the letter by the students.

The order of Division Bench of High Court clearly mentioned that severe and serious violation and defects have been found on the part of the World Medical College and therefore the World Medical College is not a fit case for grant of approval of medical seats for the academic year 2019-2020 and in-fact further stated that future of the existing and only batch of students admitted in the academic year 2016-2017 are greatly prejudiced and jeopardized; the MBBS students emphasized.

As per a report by News 18, the students have alleged mental harassment by medical college authorities. They told the media that the college management kept him standing in the scorching sun outside the college gate that day they submitted a memorandum to the Haryana Chief Minister Khattar.

Recently, tagging the top government authorities, the depressed MBBS students have now sought permission for euthanasia via a tweet which stated, "Our lives ruined by World Medical College, Haryana. None are interested in giving justice. We don't want to live. Please give permission of MERCY KILLING/EUTHANASIA & Make our SOUL to RIP. We QUIT!!!"

The students further moved the Home Minister, Supreme Court, and other top government authorities.

The authorities at World College of Medical Sciences and Research, Jhajjar, however, have dismissed the students' concerns as unfounded, saying a bar on fresh admissions doesn't affect existing students and dubbed the students "nuisance-makers".

Speaking to the Print, Dr Nityanand, the director of the college said, "We have not been given permission by the MCI to conduct fresh admissions but that does not impact the career of these students who are already admitted."

"These students are regularly appearing in exams and that is how they have reached the third year. If the OPD and the hospital were not running, how could we have managed to take their exams?" he added.

Meanwhile, an official of the MCI BoG told The Print that while the students' career would not be jeopardised by the bar on fresh admissions alone, their fears were not unfounded. The possibility of such a college shutting down or functioning with skeletal facilities is very high, the official added.

"If this happens," the official said, "it is for the state government to take responsibility of the students who are already admitted and write to the regulator seeking permission to shift them to other colleges."
