Punjab: Adesh Medical University fixes PG fee at Rs 49.32 lakh, SGRDMC Amritsar at Rs. 36.16 lakh
Faridkot: Adesh Medical University has released its “controversial” rules to make admissions for its MD and MS courses. This it has done by refusing to go along with the state government’s fixed tuition fee of Rs.19.50 and fixing one of its own at Rs. 49.32 lakh for the course. This university announcement was followed by the Sri Guru Ram Das Medical College (SGRDMC), Amritsar, an SGPC run institution making an announcement of Rs. 36.16 lakh as tuition fee for its MD/MS seats.
HT reports that the announcements by the two colleges are a direct violation of a 25th January 2018 notification issued by the state government, to regulate tuition fee in all government and private medical institutions in the state.
Both Adesh and the SGRDMC while making the above declaration have also revealed the complete waiver of tuition fee for non-clinical courses being offered by them for this academic year. The colleges have announced that a three-year non-clinical course tuition waiver in anatomy, physiology, pathology, biochemistry, and pharmacology will also be offered this year. This decision, however, has been made on account of seats remaining vacant in these courses last year. The college waivers are being given for fear of losing these seats to the Medical Council Of India decision to away with them in these institutions reveal sources.
The state government, however, in its notification has fixed Rs 7.80 lakh fee for these courses in all private medical institutions.
Meanwhile, the Adesh varsity has also said that original certificates of students deposited at the time of joining the course will be retained until the completion of the course. This is a violation of rules framed by the Directorate of Medical Education and Research, Punjab. “If a candidate insists on taking original certificates for a period, he will be required to pay the tuition fee for the remaining duration of the entire course in advance,” a university official told the hindustan Times.
The step is meant to safeguard the institute from financial loss on the account of such a student’s seat remaining vacant for the remaining course, he further stated.
Justifying its new fee fixation, SGRDMC, Principal, MS Uppal said, “We provide the best facilities and our expenses are also more. Thus, we have to charge more.” He added, “As for the state government, back in 2006, it was decided to set up a committee that will evaluate private colleges and fix fee as per facilities provided. No such mechanism has been put in place.”
This Fee move on account of the two institutions has created an awkward situation for the Baba Farid University of Health Sciences (BFUHS).
With BFUHS scheduled to start the centralized counseling for filling of postgraduate medical and dental seats, including MD, MS in all colleges, on April 3, the new fee announcements are likely to become challenging for the university during its seat allotment exercise.
A senior functionary with the Baba Farid University of Health Sciences (BFUHS), the varsity that will conduct the counseling process, said, “This issue of colleges charging a higher fee must be resolved on priority.”
Dr Raj Bahadur, Vice Chancellor, BFUHS, on the other hand, made it clear that university counselling would be based on the government notification and fee structure announced in it. No medical institute he said was allowed to fix and announce its independent fee structure in violation of the notification.
Registrar, Sri Guru Ram Das University, Dr Baljit Khurana, told the Tribune that the SGRDMC had nevertheless informed the state government about its independent fee structure decision.
Principal Secretary, Department of Medical Education and Research, Sanjay Kumar refused to make a comment on the college's independent fee structure announcements.
Brahm Mohindra, Minister of Medical Education, said he was aware of the conflict surrounding the fee controversy and was looking into it.
The SGRDMC will be offering offers 79 seats , while the Adesh university will be making available 30 seats for its clinical courses. An overall 420 PG medical seats will be on offer from the state's 7 medical colleges.
