PG Admission Cancellation: MCI pulls up health department, cites various anomalies

Puducherry: The Medical Council of India(MCI), has in a stern directive asked for dismissal of 95 student admissions in seven unaided medical colleges and deemed universities. The notice of dismissal comes in the face of the students taking these admissions by overlooking the Centralised Admission Committee counselling. The dismissal notice against the 95 admissions is the council’s way of bringing to light the anomalies that prevailed in the admission process to post graduate medical colleges.


Along with the directive of dismissal notices to the 95 students on July 24, the council has also issued a letter to the Health Secretary, Chairman, CENTAC and Chief Secretariat, Government of Puducherry calling for a clarification on the matter.


The letter highlighting the admission anomalies prevailing in the admission process gave the example of a candidate who was given PG admission in the MD –Anaesthesiology course at Pondicherry Institute of Medical Sciences and Research, through the process of common counselling, but was later seen reflected as an entrant to the MD Tuberculosis and Respiratory Diseases course for the academic year 2017-18.


“The monitoring sub-committee has decided to obtain clarification from the Secretary Health, Puducherry, and submit a compliance report within two weeks from the date of dispatch of the letter,” S.Savitha, Assistant Secretary, MCI, told the Hindu.


The Council has further issued two separate communiqués to the seven medical colleges (three self-financed medical colleges and four deemed universities) with the list of students in the respective colleges admitted without counselling.


The communiqué from the Council came after the monitoring done by the sub committee of the PG admission list submitted by college authorities and that got from the Director of Health Services, Government of Puducherry.


“Since Regulation 9A of the Postgraduate Medical Education Regulations 2000 notified in the official gazette on March 10, 2017, provided for common counselling by the State or Union Territory government, admission through any other mode or mechanism is not permissible. Accordingly, the candidates may be discharged,” it noted.


The committee also mentioned names of students who were admitted for a different specialty in the seven colleges , as against the ones that they had been chosen for through common counselling.


Some of the anomalies pointed at by the MCI Committee and reported by the daily the Hindu are as follows:

  • A student selected in MD (Psychiatry) through common counsellingWas shown in the college list as having been admitted to MS (Obstetrics and Gynaecology) course in Sri Venkateswara Medical College, Hospital and Research Centre.

  • Mahatma Gandhi Medical College and Research Institute’s list showed four candidates admitted to different specialties other than the ones allotted through the Centac counselling,

  • PIMS had one such admission as well.


The monitoring sub-committee clarified that candidates admitted in a different course through Common Counselling and reflected in the college list as entrants to a different one were also to be served discharge notices. In other words their admissions would also stand cancelled.


The admission of these candidates is not in accordance with Regulation 9A admits the Medical Council. Therefore the institutes have been directed to comply to the admission dismissal command of the education regulator within two weeks reports the HINDU.


According to Regulation 9A, there shall be common counselling for admission to postgraduate courses (diploma/MD/MS/DM/M.Ch) in all medical educational institutions on the basis of merit list of NEET. Centac, the designated authority, will conduct counselling for the 50% all India quota seats of the contributing State.


Such counselling as per the existing scheme shall be only for diploma and MD/MS courses and counselling for all postgraduate courses in all medical educational institutions in a State or Union Territory, including medical educational institutions established by the Central government, State government, shall be conducted by the State government. The common counselling shall be under the overall superintendence, direction and control of the State government.


The compliance report of the monitoring sub-committee will be submitted after clarification from the Health Secretary is sought.
