MBBS Admissions: NC Medical College, Panipat gets respite from High Court

Panipat: Despite getting a setback from the Medical Council of India and the Ministry of Health and Family Welfare, NC Medical College is getting a new lease of life after the High Court ordered that the college undergo another MCI inspection for the purpose of renewal of MBBS seats

The NC Medical College & Hospital, Panipat will be going through a Medical Council of India inspection again for the 3^rd batch (150 MBBS seats) admissions for the academic year 2018-19, as per an interim order, dated 29^th May 2018, issued to the Council by the High Court of Punjab and Haryana. The inspection, says the order is to be concluded within a period of 2 weeks. Meanwhile, the High Court has granted the college permission to carry out provisional admissions for the current session 2018-19; though subject to conditions.

Following are the conditions put forth by the Punjab and Haryana High Court for having granted provisional admission:

• Council inspection within a period of 2 weeks


• Submission of the inspection report to the court


• Students to be issued a notice while granting them admission about the pendency of the instant writ petition


• An undertaking to be furnished by the petitioner institute that they would abide by all the conditions laid down by the MCI, in this regard

The court was responding to a writ petition No. 13366 of 2018 filed by the college against an earlier order issued by the Ministry of Health and Family Welfare, dated 01.05.2018 disapproving the scheme for Renewal of admission permission for 3rd Batch (150 MBBS seats) at the NC Medical College and Hospital, Panipat.

The court has also clearly stated that since a notice has been issued to the college regarding the existing deficiencies and despite the college’s assertion that they are compliant, the court deems it fit to issue a compulsory mandate demanding the removal of each and every deficiency which they are likely to confront during a fresh inspection eventuality.

After the MCI inspection, if the body still finds the college deficient, it will apprize it of the same within a week of its inspection, so that compliance by the institution is met with in accordance with the latest inspection carried out. The council will follow it with another inspection, in order to ensure the college is flawless after it. A report regarding the same would also be submitted to the court at the next date of hearing.

Meanwhile, the U01 shall issue necessary Letter of Permission by 31.05.2018.

Furthermore, in compliance with the direction of the High Court of Punjab and Haryana, the other conditions for provisional admissions for academic session 2018-19 include:

• Permission valid for one year and for admitting only one batch of 150 MBBS seats during the academic year 2018-19. Admission in next batch of students for the year 2019-20 will be made only after renewal permission of the Central Govt.


• Admissions made in violation of the above conditions will be treated as irregular
  and shall be liable for action under IMC Act, 1956 & Regulations made


• The aforesaid permission shall be subject to further orders to be passed by Hon'ble High Court of Punjab & Haryana in this Writ Petition.


• The permission is also subject to conditions stipulated by the Hon'ble High Court in the interim order, dated 29.05.2018.
