Manipur: JNIMS denied 3 PG courses permission

IMPHAL: The Medical Council of India(MCI), has denied permission to JNIMS for the opening of three PG courses at the college due to infrastructural deficiencies.

MCI 's consent on the opening of an MBBS course at JNIMS in 2015 was followed by the commencement of 12 PG courses, with a 48 seat strength, for the academic year.

The PG courses opened at JNIMS are Anatomy, Physiology, Biochemistry, Microbiology, Pathology, Pharmacology, Forensic Medicine, General Medicine, General Surgery, Obstetrics and Gynaecology, Anaesthesia and Community Medicine.

JNIMS authorities planning to open PG courses for Orthopaedics, Respiratory Medicine and Paediatrics for the academic year 2018-19 have, however, now been declined permission, due to lack of infra structural facilities. This decision was taken at a meeting of the MCI Post Graduate Medical Education Committee on August 22. The team submitted their assessment report to MCI on August 2.

The report categorically stated that many necessary infrastructure and other facilities were lacking. This assessment led to the MCI sending a recommendation to the Ministry of Health and Family Welfare informing that JNIMS is not yet fit to open MD (Orthopaedics), MD (Respiratory Medicine) and MD (Paediatrics) courses from the next academic year.

A copy of the assessment report was also sent to authorities at JNIMS, stated a source.

An institute is supposed to pay Rs 3 lakh when it calls the MCI team for assessment of a facility for initiation of a PG course along with applies for a Letter of Permit.Accordingly, JNIMS paid Rs 9 lakh however, it was denied the Letter of Permit on the basis of insufficient infrastructure.

There are questions being raised as to why JNIMS authority applied for the Letter of Permit in haste without having done the necessary groundwork.

If the JNIMS authority had done their homework properly the 9 lakh now wasted, would have been used for productive work.

Regarding the MCI denial for starting of the MS (Orthopaedics) course, the Council pointed out that two Associate Professors were promoted after the cut off date and their research publications did not deal with Orthopaedics. Thereby, calling their promotions invalid, reports E Pao.

• During the days of field assessment and random inspection, no major operation was performed


• Only 30 major operations were performed at the rate of one operation per day, state hospital records.


• There are no knee and hip arthroplast instruments.


• no facility for investigation of nerve conduction, EMG etc.


• The total patients admitted in JNIMS in 2016 was 24588 at the rate of 82 patients per day, says the MCI recommendation; calling the data incompatible.

• The MCI pointed out that promotion of an Associate Professor to the post of Professor who did not have any research publication after the cut off date was not acceptable as per rules.


• The Respiratory Medicine ward has neither a respiratory rehabilitation clinic, nor an asthma clinic and only 30 per cent of bed occupancy


• The department has only 35 books in its library, therefore, the assessors feel that JNIMS is not fit to open a PG course in Respiratory Medicine.

• JNIMS has no paediatric endocrine clinic, paediatric neurology clinic, neonatology clinic and immunization
