Make sure Gouri Medical College holds proper classes for MBBS students: Calcutta High Court directs MCI

Kolkata: The Calcutta High Court has recently directed the authorities of the Gouri Devi Institute of Medical Sciences to conduct regular classes for the batch of MBBS students who took admissions in 2016. The court further directed the Medical Council of India (MCI) counsel to apprise it as to whether proper classes are being conducted by the institute.

The direction comes following a batch of petitions filed by the 3rd-year MBBS students of the institute who moved the court submitting that the institute has not been conducting proper classes, after facing consecutive denial by the Medical Council of India(MCI) for grant of permission to admit fresh batch of MBBS students.

The medical college commenced the MBBS course in the year 2016 with a batch of 150 students. However, the medical institute was unable to clear the MCI inspection citing infrastructural and other deficiencies. Resultantly, the council denied granting permission for a fresh batch of medicos.

In 2017, the medical college was debarred by the Central Government from admitting MBBS students for 2017-18 and 2018-19 academic session based on the MCI recommendation. Following this, the medical college moved the court for the renewal for the academic year 2019-20.

However, observing the deficiencies pointed out by the Medical Council of India (MCI), the court dismissed the plea filed by Gouri Devi for renewal for the 4th batch of 150 MBBS students for the academic year 2019-20.

In view of the development, it has been alleged by the medicos that the medical college authorities have not been conducting classes in a regular manner, thereby adding to the sufferings of the MBBS students.

The future of these medical students seems in limbo as the institute has been constantly failing to gain MCI nod over poor infrastructural and other deficiencies. With the final year approaching, the students and their prospects remain uncertain as without MCI approval the medical college will not be awarded recognition, ultimately affecting the future of the medicos.

Aggrieved by the same, the medical students moved a plea stating irregularity in conducting classes. The petitioner's counsel contended;

"The authorities of the said institute are not conducting classes in a regular manner and as a consequence thereof, the petitioners had been the worst sufferers."

On the other hand, the medical college denied the contention, stating;

"Regular classes are being conducted and appropriate steps have been taken so that the petitioners, who have been admitted in the said institute prio to issuance of the order of at page 334 of the writ petition, do not suffer."

Examining the matter, the court held;

"In view of thereof, this court directs the authorities of the said institute to ensure that regular classes are conducted and no prejudice is caused to the petitioners."

The court further directed the MCI to avail necessary instruction and to apprise the court as to whether proper classes are being conducted by the college for the medical students.
