Exorbitant MBBS, BDS Fee: HC serves Notice to DMER, Private medical colleges, Health Secy

Chandigarh: The Punjab and Haryana High Court has issued a notice to Haryana's Chief Secretary and others; in response to a plea challenging the "exorbitant" under-graduate medical courses (MBBS/BDS) fee structure in the medical institutions running in Haryana state.


The division bench comprising honourable Justice A K Mittal and Justice Avneesh Jhingan has called for a feedback on MBBS/BDS fee structure; from Haryana Chief Secretary and the Principal Secretary of state's Department of Medical Education and Research (DMER) as well as private medical colleges after hearing a plea filed by one concerned Dr Sandeep Kumar Gupta.


In his petition, Dr Gupta, the petitioner maintained that the new MBBS/BDS fee structure functioning in these private medical institutes is totally exorbitant, illegal, arbitrary and unconstitutional since "there is no difference of fee structure in 50% state quota seats and in 50% management quota seats."


Thereby, via his petition, the petitioner sought the following directions from the High Court regarding the MBBS/BDS fee structure in various private medical and dental colleges situated in Haryana:




  • To set aside the notification, issued on June 15, 2018, whereby fee structure for admissions to MBBS/BDS courses in private medical colleges situated in Haryana has been fixed.

  • To ensure that the MBBS/BDS fee structure is fixed as per directions of the Supreme Court in Islamic Academy of Education and others versus State of Karnataka case that a reasonable fee structure be fixed for seats in medical and dental colleges.

  • The excessive fee charged by private colleges from students who secured admission in MBBS/BDS courses in private colleges be recovered and that money be used for granting compensation to the meritorious students, who could not get admission due to exorbitant fee structure and to create a corpus fund in order to sponsor education of deserving poor students.


The next hearing on the case has been adjourned till November 27, reports TOI.


Medical dialogues had recently reported about the private medical universities in Punjab which are soon going to face MBBS fee regulations since the Punjab Government has decided to cut this course fee 'most likely' to Rs 15 lakh from the current exorbitant rates that they are charging.


Expectantly, this law modification will restrain the MBBS fee to Rs 15 lakh from Rs 50-70 lakh, which the Adesh Medical College, Bathinda, Christian Medical College CMC, Ludhiana, and Sri Guru Ram Das College, Amritsar are charging for this year's session.
