The malpractice surfaced when individuals from Faridabad, in possession of degrees awarded by a Haryana-based medical college, that the Council for Patent Medicine had recognized, approached the High Court for relief.

It was when the Haryana government stopped them from practising as doctors that they moved the Patna High Court. The headquarters of the university that granted affiliation to the Haryana-based college is located in Ara, 60km west of Patna.
