    73 Ragging cases with MCI in last 5 years; Maximum from UP

    New Delhi: The ragging menace continues to plague Indian medical education sector and doesn't seem to have an end; as is evident by a recent release of an official data which has revealed that the apex Medical Council of India (MCI) received over 73 ragging complaints since the year 2015-16 till date.

    It can be deemed that these are those complaints which reached the MCI directly via its anti-ragging cell and exclude all other ragging incidents which were taken care of by the police and the medical college authorities on their own.

    According to the MCI data, a total of 73 complaints have been received by the medical council authorities from the year 2015-16 to 2019-20 batches to date. The apex medical regulator had received 13 such complaints in 2018-19 and the maximum number of cases have been reported in the year 2017-18 with 25 complaints all alleging ragging by seniors wherein 3 were death cases.

    Out of 73, the maximum number of ragging complaints i.e. 17; were received from UP based medical colleges. From UP Rural Institute of Medical Sciences & Research, Saifai, Etawah ragging incidents were reported each academic year from 2016 till date. 3 ragging complaints had come to the MCI from Shri Ram Murti Smarak Institute of Medical Sciences, Bareilly; all in the academic year 2017-18.

    As per the disclosure of the ragging incidents all over, out of the total number of cases across the country, only 5 such ragging cases have been reported from Karnataka state. In the year 2015-16 only one case was reported, in the year 2016-17 two cases were reported. Only one case was reported in 2017-18, while in 2018-19 no cases were reported. In the year 2019-20, two cases were reported from medical colleges in Karnataka.

    Meanwhile, from Maharashtra, the suicide case of Dr Payal Tadvi which had created major uproar within the medical fraternity was also reported this year from the state along with only 1 more complaint received in the year 2015-16.

    3 such cases came to MCI from Tamil Nadu medical colleges.

    Any conduct whether by words spoken or written or by an act which has the effect of harassing, teasing, treating or handling with rudeness any other student, indulging in rowdy or undisciplined activities which causes or is likely to cause annoyance, hardship or psychological harm or to raise fear or apprehension thereof in a fresher or a junior student or asking the students to do any act or perform something which such student will not in the ordinary course and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely affect the physique or psyche of a fresher or a junior student.

    • Abetment to ragging

    • Criminal conspiracy to rag

    • Unlawful assembly and rioting while ragging

    • Public nuisance created during ragging

    • Violation of decency and morals through ragging

    • Injury to body, causing hurt or grievous hurt

    • Wrongful restraint

    • Wrongful confinement

    • Use of criminal force

    • Assault as well as sexual offences or even unnatural offences

    • Extortion

    • Criminal trespass

    • Offences against property

    • Criminal Intimidation

    • Attempts to commit any or all of the above mentioned offences against the victim(s)

    • Physical or psychological humiliation

    • All other offences following from the definition of "Ragging"
